Marvel’s Agents of S.H.I.E.L.D. Season Two is all about stopping HYDRA, but in Season Three, the story focuses on finding and recruiting a new batch of super-powered humans as soon as possible.
The finale of Season Two saw Agent Coulson presenting a new initiative to Daisy ‘Skye’ Johnson aka Quake (Chloe Bennet) to form a new team that will eventually become the Secret Warriors. They have plenty of people to recruit from, since Terrigen-laced fish oil capsules are already out in the market – triggering Terrigenesis in anyone who carries the Inhuman gene.
And looks like they are not alone in trying to get new super-powered humans into their organization, another rival organization has the same idea. They were hinted at in premiere of the new season, “Laws of Nature”:

On the season premiere episode, “Laws of Nature,” when Coulson and the team discover a new Inhuman, S.H.I.E.L.D. comes face to face with another organization searching for powered people.
